The Boatswain's distinctive whistle is created when air is blown through a pipe, referred to as the gun, and moves over a small round spherical area that has a hole in the top and is called the buoy. By placing a hand over the hole, the pitch of the whistle can be changed.
Sailors used the boatswain's call when the sounds of the sea were so loud that the voice could not be heard. The shrill whistle was used to signal commands to the crew. The high pitch meant that the sound would carry over the noises of both the ships activities and the foul weather.
